12月23日，国务院新闻办公室举行北京冬奥会和冬残奥会防疫政策及有关准备工作媒体发布会，对日前发布的第二版《北京2022年冬奥会和冬残奥会防疫手册》（以下简称《防疫手册》）与有关冬奥会防疫的有关手段进行解析。

北京冬奥组委专职副主席、秘书长韩子荣介绍，
All Games participants who are fully vaccinated at least 14 days before traveling to China will enter the closed-loop management system upon arrival in Beijing.
涉奥职员需要在来华至少14天前完成全程疫苗接种，到达北京后即进入闭环管理。
People involved in the Games will be transported in special vehicles and brought into a closed loop from the time they enter the airport to when they leave the country, meaning they will not cross paths with any members of the public.
涉奥职员从抵达机场到离境期间，只允许乘坐冬奥专用汽车往返指定闭环场合，不会与社会面有交叉接触。
All participants are urged to obtain booster shots before coming to China and nucleic acid tests will be administered daily at the Games under "test, trace, and isolate principles".
建议所有涉奥职员来华前接种新冠肺炎疫苗加大针，冬奥会期间根据“测试、追踪与隔离”政策每天进行核酸测试。
出现阳性病例如何解决？
北京冬奥组委疫情防控办公室副主任黄春介绍，
Athletes who are found to be close contacts of any positive case will be allowed to compete after observing test protocols.
假如运动员是阳性病例的密接职员，在遵守各项测试规定的首要条件下，允许参加比赛。
Asymptomatic atheletes will be sent to isolation facilities， and symptomatic cases will be treated in designated hospitals.
如有无症状感染者出现，将送至专门的隔离设施；对于有症状的感染者，将送至定点医院。
赛事医疗救治保障怎么样做？
北京卫生健康委员会副主任、新闻发言人李昂介绍，
The competition zones in Beijing and its Yanqing district have set up 88 medical stations for on-site medical treatment and triage of the sick and injured and have 1,140 medical staff members assigned from 17 designated hospitals and two emergency agencies. Another 120 medical personnel from 12 of the city's TOP hospitals form a backup team equipped with 74 ambulances.
北京赛区和延庆赛区共设置了88个医疗站，提供现场医疗救治与伤病员分流转运工作。从17家定点医院和2家院前急救机构选拔了1140名医疗骨干，作为场馆的医疗保障职员。另外，从12家三级医院抽选120名医护职员组建市级后备队，配备场馆救护车74辆。
Medical personnel in disciplines including orthopedics and oral medicine have been specially assigned in accordance with the characteristics of each sports venue. Additional equipment such as computed tomography and dental chairs have been provided at the hockey venue.
针对每一个场馆比赛运动损伤特征，专门配置了包含骨科、口腔科等学科的医务职员。同时在冰球场馆增配了CT、牙椅等设施。
Each venue and designated hospital has developed a medical plan, and many hospitals, including Beijing Anzhen Hospital and Peking university Third Hospital's Yanqing Hospital, have transformed part of their wards into a special treatment zone for the Games.
拟定了“一场一策”和“一院一策”医疗保障策略。北京安贞医院和北京大学第三医院延庆医院等多家医院已将部分病床改导致为冬奥专区。
